U.N. and Iraqi officials on Sunday unveiled anti-fraud measures for Iraq's first nationwide vote in more than three years, including plans to assign teachers to staff voting stations because they are less likely to show political bias.

Shiites, Sunni Arabs and Kurds - That says it all. Each of these have their own agenda for dominance and have been rivals for at least 1400 years and probably much longer. Even if the vote is carried out perfectly, the inter-tribal and inter-ethnic aspirations of hegemony over their neighbor is not going to change.

Remember our own election and all the accusations of vote rigging, suppression, ACORN etc. of less than 30 days ago? Remember each and every election for the past several decades and the recurring problems?
